Who should participate in POIS?

Phase 1

For large employers who
  • Have more than 151 workers
  • Provide housing for their workers

Phase 2

For smaller employers who
  • Have 51 - 150 workers
  • then those with less than 50 workers

Phase 3

For supporting service industries
  • Cleaning Services
  • Mechanical Services
  • Catering Services

Who can you reach out to for assistance with POIS?

A Selangor State Government implementation team has been formed, with STFC providing advice and direction.
Close collaboration and coordination with MKN Bilik Gerakan Negeri, JKNS, PKD, and DOs.

COMPONENT 1

ENHANCED PUBLIC HEALTH MEASURES (EPHM)

EPHMs hence supplement existing public health measures.
General EPHM

Establish a steering committee for COVID-19

  • committee should be chaired by the highest level of senior management
  • committee must be able make decisions pertaining to COVID-19 matters rapidly

Appoint a designated COVID-19 scrum master

  • Scrum masters are responsible for:
  • Ensuring compliance to MKN SOPs
  • Enforcing all EPHMs
  • Acting as a point of contact for this program

Internal Bubbles

  • Moving across bubbles - When any change in the composition of the bubble is needed, the EDTR 3 can and should be requested
  • Shared spaces, shared transportation, and shared lifts - Only people from the same bubble are allowed to share
  • Toilets - Separate toilet stalls or portable toilets designed for each ‘bubble’

Identifying 3 C’s and mitigate risks

  • identify the high-risk places and activities, high traffic areas, crowded, confined, and closed spaces, and develop and implement mitigation measures

Develop an Emergency Response Plan

  • This plan should cover the actions taken to minimize further spread as soon as a case of COVID-19 is suspected by immediately isolating contacts in a designated temporary isolation area, while awaiting further instructions from health authorities

Minimizing external contact

  • Visitors - Generally discouraged and SELANGKAH Check-in required
  • Contact with the community - Generally discouraged, SELangkah check-out and check-in required

Provide face masks

  • a weekly set of reusable cloth face masks OR at least two new disposable face masks for each worker per day

SELANGKAH

  • Usage of SELangkah for individual-level QR-code check-ins and check- out. A check-out function will be programmed into SELangkah

Notifications of cases

  • all positive or suspected COVID-19 cases among employees must be notified expeditiously to the local authority (Act 172)

EPHM for Workers Quarters

Modify the layout and density

  • Avoid common entrances – give each ‘bubble’ its own dedicated entrance
  • Keep these quarters as far apart from each other and from the community as possible

Ventilation

  • Improve ventilation for living spaces and maximize space available
  • Ensure all VAC systems are fully functional
  • Increase the VAC system’s outdoor air intake.

Establish designated temporary isolation area / quarters

  • for individuals whose are tests are pending and where there is a reasonable suspicion of COVID-19

Situation-based Enhanced Public Health Measures

Situation-based EPHMs are to be complied with depending on the local Situational Level/ SELamat level. These may be updated from time to time.

Always / Green

Allowed SELangkah check-in, face masks, social distancing. Educational briefing on ‘bubbles’.

Yellow

Not Allowed unless critical AND authorized by local scrum master. SELangkah check-in, face masks, social distancing. Educational briefing on ‘bubbles’.

Red

Not Allowed unless critical AND authorized by local scrum master. Regular visitors (more than one visit per month) to include under periodic testing regime (EDTR2). SELangkah check-in, face masks, social distancing. Educational briefing on ‘bubbles’.

Allowed SELangkah check-out and check-in, face masks, social distancing.

Yellow

Not Allowed except for emergencies AND authorized by local scrum master. SELangkah check-out and check-in, face masks, social distancing.

Red

Not Allowed allowed except for emergencies AND authorized by local scrum master. SELangkah check-out and check-in, face masks, social distancing.

COMPONENT 2

EARLY DETECTION TESTING REGIME (EDTR)

There's 4 types of EDTR that scrum masters could choose

1: Universal Testing

For employers experiencing an outbreak (active cases) at the start of program participation

This bubble should be isolated, and tested for Covid-19 as soon as possible while waiting for instructions from authorities.

2: Periodic, High Frequency Testing

Ideally, but not strictly, every 2 weeks.

Those who are more likely than average to be mingling with many different people within the site

A potential super spreader are those who:

  • Spend more than 15 mins within 2 meters
  • Spend with more than 30 persons within 2 weeks

3: On Request

*When team changes/personnel changes occur in the bubble.

A flexible testing that scrum masters request.

HEALTH EDUCATION ON COVID-19 RELATED

The scrum master is to ensure that all workers, supporting staff (incl. cleaners and caterers), delivery partners, visitors, are briefed on the EPHMs and local arrangements to protect the integrity of ‘bubbles’
